Job Description

The key purpose of the position is to provide Marine technical and engineering expertise to the Marshall Space Flight Center (MSFC) Logistics Engineering and Marine Operations (LE&MO) Team. This position will be responsible for oversight of the operation and maintenance of the NASA Barge Pegasus. Operations and maintenance of the Barge is performed thru NASA Contract to a selected contractor. This position will be required to plan, coordinate, evaluate, and execute NASA Barge technical systems to assure readiness in support of marine operations. As a technical specialist, the incumbent will apply unique approaches and techniques for the solution of complex problems involving the readiness of the Pegasus and transportation of large flight hardware, subject to design load and environmental restraints that preclude use of standard industrial methods. Duties of this position include: + Coordinate with support facilities to develop operational requirements + Produce technical documentation (plans, requirements, specifications, agreements, etc.) by authoring and/or integrating specialist inputs as required + Support relevant trade studies and special study teams as assigned + Participate in document & milestone reviews to include major milestones + Facilitate technical collaboration among internal and external organizations and stakeholders + Work closely with NASA Government personnel, prime contractor personnel, Barge operations and maintenance personnel, multiple engineering disciplines, multiple engineering companies, and various integrated product teams + Travel to NASA and contractor facilities as required supporting, reviews, meetings, TIMs, conferences, etc. Travel is required, probably in the 20 - 30 % range + Collect, interpret, and integrate specialized information about components of new or extensively modified marine equipment systems + Have or develop a working knowledge of the Pegasus documents, such as the Ballast Water Management Plan + Provide specialized technical knowledge for the design, test, operation, repair, acquisition, and disposal of components of marine equipment systems, such as generators and ballasting equipment + Coordinate and collaborate with the LE&MO team and project engineers to define detailed requirements for marine equipment systems/components + Draft installation procedures, monitor the installation of components, and verify performance at established levels, and develop technical data that is the source of provisioning and other equipment publications and maintenance programs + Provide NASA with marine policy and requirements expertise when working with the LE&MO Team, the Marine Design Center (Corps of Engineers), the American Bureau of Shipping (ABS), the United States Coast Guard (USCG) and other entities such as a shipyard contractor + Provide interpretation and implementation of Program/Projects requirements for marine design loads and configurations and assure Pegasus design configuration control is maintained + Provide an in-depth understanding of the ABS, USCG, Environmental Protection Agency (EPA), and Maritime standards that are applicable to the Pegasus + Understand ballast systems and perform trim and stability calculations for each barge shipment + Develop the Scope of Work (SOW) for shipyard work and provide shipyard inspection and surveillance + Provide coordination of real-time decisions of the Pegasus in adverse conditions or damage to the vessel A BS Degree in Marine Engineering, Marine Engineering Technology, or Marine Systems Engineering is highly desired. A BS Degree in Mechanical Engineering or Electrical Engineering will be considered, but a strong relevant Marine Engineering background must be evident (see Required Experience). Other engineering disciplines may be considered, but a strongly relevant Marine Engineering background must be evident (see Required Experience). Educational requirements are the equivalent of a Ph.D. with at least 10 to 12 years of experience, a Masters with at least 12 to 15 years of experience, or BS with at least 15 to 20 years of experience. Regardless of degree and years of experience, strongly relevant experience as described below must be evident in the work history. Candidate must have demonstrated capability to perform independent work, but must possess very strong teamwork skills in order to form working groups, work with personnel at multiple NASA Centers, and with personnel from multiple Government Agencies. Candidate must be proactive and have excellent organizational skills. Requires ability to provide clear, concise, accurate and timely communication, both verbally and in writing (100%). Requires ability to interact professionally with co-workers, management, and client (100%). Requires travel in the domestic USA (<15%) **Physical Requirements** Requires sitting for extended periods of time in meetings with peers, management, and with our client at NASA facilities to discuss technical issues (10%). Also, requires sitting for extended periods of time at a desk to write reports and perform engineering tasks (40%). Requires ability to use stairs or elevators for access between floors and multiple buildings at NASA and our facilities (10%). **Equipment and Machines** Requires ability to operate a personal computer, a telephone, fax machine, copier, calculator, and other general office equipment (100%). **Attendance** Normal workday is from 7:30 a.m. through 4:30 p.m., Monday thru Friday. Minimal overtime may be required (10%) to meet schedule milestones and to support technical demands of the job. Regular attendance is a necessity and adequate arrangements for delegating duties during absences are required. **Other Essential Functions** The ability to work independently with minimal supervision, to make rational decisions, and to exercise good judgment is essential (100%).
